Dr. Andrabi has extensive experience leading safe, quality health care in the Midwest. He is passionate about population health, process improvement and providing world-class experiences and care for patients and the caregivers who serve them. He believes in team-based care and innovative design and care delivery.

Before joining ThedaCare as president and chief executive officer in 2017, Dr. Andrabi was chief operating officer and president and CEO of Mercy Health, Toledo, Ohio. Mercy Health is a non-profit Catholic health care ministry serving Ohio and Kentucky. He began his career there as an intern and chief medical resident before steadily advancing to the system’s highest-ranking executive.

Dr. Andrabi is a family medicine physician who grew up in Pakistan and graduated from King Edward Medical College in Lahore. He is board certified by the American Board of Family Medicine and American College of Managed Care Medicine and is a fellow of the American Academy of Family Physicians.

Dr. Andrabi’s board and committee appointments include Be Well Fox Valley, ThedaCare Board of Trustees and Executive Council, United Way Fox Cities, Wisconsin Hospital Association, Wisconsin Collaborative for Healthcare Quality, AboutHealth, Panda, Health Evolutions, along with Vizient Upper Midwest, Vizient Chair Council and Vizient Value Analytics Committee.

Dr. Andrabi has two adult sons and one daughter.

He is responsible for the … Read More Robert Cavagnol, MD, MHA, FACS, is president of the North Region, Froedtert ThedaCare Health, Inc. He is responsible for the overall leadership, management and strategic direction of the North Region of the combined organization. He is charged with maximizing the value of the broader health system, while meeting the needs of our northern communities, which encompass the Fox Valley region and five surrounding rural markets, as well as the Fond du Lac, Oshkosh, Manitowoc and Sheboygan areas.

Dr. Cavagnol believes in creating a positive culture through empowerment. He celebrates fostering a collaborative environment of physician, team member and leader engagement to gather all the best ideas and input to develop creative solutions to complex challenges.

He joins us from St. Luke’s Health System in Boise, Idaho, where he held various leadership positions, including clinic president. He also held numerous leadership roles with Mercy Health System in Missouri.

In addition to his civilian career, Dr. Cavagnol served as a surgeon in the U.S. Navy from 2005-2008, completing service as a Lieutenant Commander. He was deployed to Fallujah, Iraq, in support of Operation Iraqi Freedom. Dr. Cavagnol received his master’s degree in Healthcare Administration from Missouri State University, a medical degree from Wayne State School of Medicine and a Bachelor of Arts degree from Kalamazoo College.

Dr. Cavagnol’s board service includes FACES of Hope Victim Center, Lost and Found Grief Center, and Mercy Health Foundation.

He provides oversight and leadership related to strategy, business development and provider partnerships.

Before joining ThedaCare as chief strategy and business development officer in 2017, Thomas served as chief strategy officer at Mercy Health in Toledo, Ohio, leading the development of key growth initiatives. Under his leadership, Mercy Health and the Toledo Clinic formed a partnership for oncology services, resulting in the opening of the Mercy Health – Perrysburg Cancer Center in fall 2016.

Thomas earned his Juris Doctorate, Master of Business Administration and Bachelor of Science in criminal justice from the University of Dayton, Ohio.

Tom and his wife, Kathy, have two children: a daughter in Arizona and a son in New York.

He pairs a people-centric approach with technology and analytics to deliver consumer-guided innovations. Steve’s additional responsibilities for corporate marketing, communications, customer insights/experience management, Enterprise Patient Engagement Center, and a wholly owned digital health company, support an atmosphere of discovery and innovation. 

Prior to joining Froedtert Health in 2018, he served as chief executive officer for Aliya Financial Technologies; vice president of enterprise consumer experience and consumer service operations for Aetna, a CVS Health Company; and chief operating officer of USAA Bank, a financial services firm consistently recognized at the top of Forrester’s annual national customer experience index. He also held senior leadership positions in operations, technology, analytics, marketing and strategy at HSBC, GE Capital and Fidelity Investments.

Steve earned his Bachelor of Science in finance from Franklin Pierce University, New Hampshire.

An adventure-seeking family man, Steve loves his time with his wife and son, including playing or watching sports and trying new restaurants. His interest in classic and exotic cars hints at his passion for innovation.

She oversees enterprise strategy and operations for ambulatory services and service lines. Susan brings 30 years of experience in operations and system market share growth.

Prior to joining Froedtert Health, Susan served as senior vice president at Kaufman Hall, where she built and grew health system service lines. As director of operations for Northwestern Medicine’s Bluhm Cardiovascular Institute, she led strategy and operations for the system. During her tenure, the institute moved from unranked to No. 9 in the nation in the U.S. News & World Report Best Hospitals Rankings for Cardiology and Heart Surgery — five years ahead of a health system goal. She also managed strategy and transformation for consulting services at Cap Gemini Ernst & Young, LLC., and held various positions at Rush Medical Center. Prior to leadership roles, she worked as a nurse in both intensive care and clinic settings.

Susan has a Master of Business Administration in finance, marketing and health services management from Northwestern University’s Kellogg School of Management. She also earned bachelor’s degrees in nursing and biology from Rockhurst University in Kansas City, Mo.

Born in Milwaukee and raised in the Chicago suburbs, Susan enjoys exercise, travel and being with family and friends in her free time.

She is responsible for developing and leading strategic initiatives that will transform the organization. Through partnerships with regional and system leaders, Caryn creates high-level enterprise strategy designed to help the organization grow.

Together with the chief culture and integration officer, Caryn oversees the integration of the combined organization and future partnerships. She co-leads the establishment and monitoring of key performance metrics, development of culture, and alignment of initiatives to ensure successful implementation of the transformation and integration portfolio.

Caryn recently served as senior vice president and chief strategy and transformation officer for Froedtert Health. She held progressive leadership roles since joining Froedtert Health in 2005 as director of Planning and Strategic Support. Caryn also has prior leadership experience in the interactive marketing and financial services industries.

Caryn holds a Master of Business Administration; Master of Science in computer science with an emphasis in adult education; and Bachelor of Arts in accounting, marketing and management information systems from Cardinal Stritch University, Milwaukee.

Caryn is active in the community, serving on many non-profit boards and committees. She and her husband, Jim, have eight children and live in Cedarburg, Wis.

Ghaferi, MD, MS, MBA, is the president of the Physician Enterprise, South Region, Froedtert ThedaCare Health, Inc. In this role, he leads Medical College Physicians and the Froedtert & the Medical College of Wisconsin Community Physicians practices. Dr. Ghaferi also serves as senior associate dean for Clinical Affairs for the Medical College of Wisconsin.

Dr. Ghaferi formerly served as chief clinical officer at the University of Michigan, where he was the Moses Gunn, MD, Professor of Surgery and director of the Michigan Bariatric Surgery Collaborative.

Dr. Ghaferi received a Bachelor of Science in physiological science from the University of California-Los Angeles, and his medical degree from the Johns Hopkins University School of Medicine. He completed his general surgery training at the University of Michigan, where he was a health research fellow in UM’s Department of Surgery and earned a Master of Science in health and health care research from the Rackham Graduate School. Dr. Ghaferi received a Master of Business Administration from the Executive MBA Program at UM’s Stephen M. Ross School of Business.

Dr. Ghaferi’s research expertise focuses on understanding the relationship of organizational systems and design to quality and efficiency. He is a past president of the Association for Academic Surgery (the largest academic surgical association in the country) and past president of the Surgical Outcomes Club (the largest surgical health services research group in the world).

Dr. Ghaferi grew up in the Los Angeles area where he trained in the martial arts for over 15 years. He holds a third-degree black belt in Hapkido Karate.

He is responsible for all strategic and operational matters related to finance and administration for the health system.

Scott joined Froedtert Health in 2012, and most recently served as executive vice president of Finance, chief financial and administrative officer and treasurer before the organization combined with ThedaCare in 2024. Prior to that, he held divisional roles as CFO and COO for Duke University Health System, N.C., and previously served as VP of Finance at Shands HealthCare at the University of Florida.

Scott received his Master of Business Administration from Duke University. He received his Bachelor of Science in business administration in accounting and finance from the University of Wisconsin-Whitewater.

Scott and his wife, Rachel, have two children — a son and a daughter — and live in Whitefish Bay.

She provides executive-level HR leadership for the system, and creates and leads our Human Capital Strategy, outlining a framework to optimize the value and potential of our workforce to support our mission and strategy moving forward. 

Maggie brings to the role a wealth of strategic HR leadership experience in large, complex health systems, which will be instrumental as we form one aligned health system and complete significant integration work associated with our 22,000 team members.

Maggie joined ThedaCare in 2018 as chief human resources officer. Under her direction, with the goal of increasing retention, recruitment and engagement, ThedaCare developed a strategy that led to increased team member engagement scores by 300% over a five-year period and increased retention by 12% over a two-year period. Prior to that, she served as system vice president of HR for Mercy Health in Cincinnati, a health care system with 33,000 employees, where she worked for 18 years. She has also held HR leadership roles in other industries.

Maggie completed PhD coursework in labor relations and human resources at Rutgers University and holds a Master of Science in human resources administration, a Master of Science in rehabilitation counseling and a Bachelor of Science in human services from the University of Scranton, Pa.

Maggie enjoys spending time with her two brothers and their families whenever she gets time. She enjoys traveling, golf and learning new things.

In this role, David provides executive leadership for employer services, business and physician growth for the region. He also is involved in one of Froedtert Health’s key partnerships, Network Health plan.

David joined Froedtert Health in 2011, serving as senior vice president and chief business development officer. Prior to that, he was president of Columbia St. Mary’s Hospital-Ozaukee and executive vice president for the Columbia St. Mary’s system — both in southeast Wisconsin. His experience also includes more than a decade as president and chief executive officer for Bay Area Medical Center, Marinette, Wis. 

David received his Master of Business Administration and Master in Healthcare Administration from the University of Iowa. He earned his Bachelor of Business Administration from the University of Wisconsin‒Eau Claire. He is board certified in health care management as an American College of Healthcare Executives fellow.

David and his wife, Joanne, live on a 160-year-old farm near Cedarburg. They have four adult children and four grandchildren.

Dr. Schwartz provides leadership and expertise for clinical quality and safety, population health, disease management, care coordination, clinical integration, clinical informatics and enterprise analytics.

Dr. Schwartz joined Froedtert Health as executive vice president and chief clinical officer in 2022. Prior to that, he served as senior vice president, Clinical Operations, and chief clinical operations officer for the Yale New Haven Health System, New Haven, Conn. Dr. Schwartz served in a number of roles at Yale, including medical director for the Level 1 Emergency Department and Trauma Center at one of the country’s largest hospitals. He also was Yale’s inaugural executive director for Care Management and Performance Improvement. Dr. Schwartz has led many nationally recognized clinical innovation and transformation programs, including establishing the first Epic-integrated capacity coordination center, a health system-integrated system for clinical redesign and the launch of a care pathway program across Yale’s academic health system. He has published and spoken around the country on these initiatives, many of which have been adopted by other health systems.

Dr. Schwartz is a graduate of the University of Pennsylvania, where he received his undergraduate and medical degrees. He completed his residency in emergency medicine at Yale New Haven Hospital. Prior to his residency, Dr. Schwartz spent four years as an engagement manager at McKinsey & Company in New York City, focusing on strategy and operations for its health care and media clients.

Dr. Schwartz is an avid health and fitness enthusiast and lives in Brookfield with his wife, three children and two golden retrievers.

He is responsible for identifying trends in health care, influencing strategy and partnering internally and externally to drive investments and realization of transformation. He leads the enterprise’s investment portfolio of initiatives and projects to transform the way health care is delivered.

Mark joined ThedaCare as chief operating officer and chief financial officer in 2017, leading the organization’s strong financial performance. He directed major community investments for health care programs and services to advance ThedaCare’s mission of improving the health and well-being of communities served.

Mark previously served as regional chief financial officer for Mercy Hospital in Toledo, Ohio. He also served as COO at Lourdes Hospital, Kentucky; COO/CFO at Morristown Hamblen Hospital in Tennessee; COO at Murray Calloway County Hospital in Kentucky; CFO at WestCare in North Carolina and controller at Pacific Medical Center in Washington. Mark also was a CPA with KPMG in Washington.

Mark earned his Master of Business Administration from Seattle University. He received his Bachelor of Science in accounting from the University of Washington.

Mark and his wife, Georgie, have four children and five grandchildren. In his off-time, he enjoys traveling and visiting family residing in many areas of the country.

Paul Van Den Heuvel, JD, Executive Leadership

He leads the legal, compliance, and gove… Read More Paul Van Den Heuvel, JD, is chief legal officer for Froedtert ThedaCare Health, Inc. He leads the legal, compliance, and governance functions for the system and provides legal and business counsel relating to system operations, strategic partnerships and new growth opportunities.

Prior to joining ThedaCare as chief legal strategist in 2022, Paul served as vice president of network strategy and interim executive director for Aspirus Network, Inc. in Wausau, Wis. Paul began his career with Blue Cross and Blue Shield of Wisconsin, where he served in both a legal and management role. He has more than 25 years of experience in health care and health insurance, providing expertise in law, business development, strategy and negotiation.

Paul received a Juris Doctorate (cum laude) from Marquette University Law School and Bachelor of Arts in history from Marquette University. He is active in professional and community service and is a member of the State Bar of Wisconsin and the American Health Law Association, in which he previously served as vice chair of its In-House Counsel Practice Group and Accountable Care Organization Task Force.

Paul and his wife, Melissa, currently reside in the Town of Ellington and Milwaukee and have two grown children, Jackson and Grace.
